Los Angeles Chargers
The Chargers are in a similar position as Buffalo, where the team lost two of their top receivers. However, the Chargers are also without Austin Eckeler and have holes on defense. With their new head coach in Jim Harbaugh, they would probably want some draft picks to toy around with in a Harbaugh environment.
The Bills would have to give up a little more if they move up to the Chargers' position at number five. The Bills would likely give up their first, second, and fourth picks, along with a young athlete like Greg Rousseau and next year's second, which is a risky deal on Buffalo's end, but with the re-signing of A.J Epenesa, Rousseau would become a little more expendable.
If the Bills move up to four, depending on what the Cardinals do before the Chargers, they could get a chance at Marvin Harrison Jr., however, it's more likely they'd get a shot at Malik Nabers, who is also a generational talent behind Harrison Jr.
