There are only a handful of teams that have stability at the most important position in the NFL; The quarterback position. Luckily for the Buffalo Bills, they have the best quarterback with Josh Allen under center who signed the biggest contract in NFL history in terms of guarantees ($250 million).
However, not every team has that luxury of having a star quarterback. Some are starting brand new with a new quarterback they got this past offseason, while others seem to have no idea what they are doing at that position.
Heading into the 2025 season, there are four teams that will take on the Bills that have some of the worst quarterback rooms according to Garrett Podell from CBS Sports, who created a list of the ten teams with the work quarterback rooms.

New Orleans Saints
The Saints will be coming to Buffalo in 2025 under new head coach Kellen Moore, who could very well have an interesting quarterback situation. There is a chance that Derek Carr may miss a significant amount of time, if not the entire season with a shoulder injury. New Orleans drafted Tyler Shough in the second round who has a strong chance at starting if Carr doesn’t play.
The Saints also have Spencer Rattler and Jake Haener on the roster but there is nothing that the Bills have to worry about them. When Buffalo and New Orleans face off against each other, the Bills’ defense should have a lot of fun causing havoc.
New York Jets
The Jets are starting from the ground up again with a new regime in the front office and the coaching staff. In addition, Aaron Rodgers is out of the building and Justin Fields looks like he will be the Week 1 starter in New York.
In Fields’ defence, he was not supported much during his time with the Chicago Bears. Then last season, he was a solid backup for Russell Wilson, going 4-2 as a starter but the Steelers were doing whatever they can to make sure that Wilson, not Fields was the starter the majority of the season.
That being said, the Jets have had no success with quarterbacks in a very long time and trusting Fields to lead this rebuild may not be the best decision for New York. In addition to Fields, the Jets also have former Bill Tyrod Taylor, Adrian Martinez, and Brady Cook.
Cleveland Browns
When you look at the Browns’ quarterback room, it’s almost impossible to not laugh. They are stuck with Deshaun Watson, but he is set to miss the 2025 season after retearing his achilles back in January. Then brought back Joe Flacco, traded for Kenny Pickett, and drafted both Dillo Gabriel and Shedeur Sanders.
Like almost every year, the Browns are coming into a season where there is no clear quarterback for 2025 and even the future as well. While they have two rookie quarterbacks that they can evaluate, they also have two 1st rounds picks in 2026 in what should be a stronger quarterback class.
Pittsburgh Steelers
At the top of Podell’s list is none other than the Pittsburgh Steelers, who have arguably the worst quarterback situation in the entire league. They didn’t bring back Justin Fields or Russell Wilson, and they didn’t draft a quarterback until the sixth round with Will Howard out of Ohio State.
They signed Mason Rudolph and Skylar Thompson in free agency, but no team is scared of this room whatsoever. Now, there is still a slight chance that maybe, just maybe, the Steelers will land Aaron Rodgers. However, until that happens, the Steelers are set to enter the 2025 season with one of the worst quarterbacks we have ever seen.
