For the first time in a very long time, the Buffalo Bills have their clear answer at the quarterback position. This certainly gives the Bills an advantage in an offseason where it seems like close to two-thirds of the league is rumored to potentially be looking to making a switch at the position.
While the Buffalo Bills have their answer for starting quarterback, there is the potential for some change this offseason. This is an offseason preview for the Buffalo Bills at quarterback.
Quarterbacks Under Contract

Davis Webb – Signed a Reserves/Future Contract
The Buffalo Bills had four quarterbacks on the roster last season however they primarily only had Josh Allen and Matt Barkley on the active roster. In his first season in the NFL, fifth-round rookie Jake Fromm was the emergency quarterback and kept away from the team in case of an outbreak at the position.
The Buffalo Bills also had quarterback Davis Webb and he spent almost the entire season the practice squad. However, he was called up to the active roster in Week 16 against the New England Patriots.
Free Agents
Matt Barkley – Unrestricted Free Agent
The Buffalo Bills only have one quarterback who is a free agent this offseason and that is Matt Barkley. He has been the team’s backup since joining the team midway through the 2018 season. The question is if the team goes in a new direction with Jake Fromm as the primary backup or bring Barkley back for another season.
Since there were no preseason games and Fromm was kept away from team activities for most of the season, it remains to be seen if the coaching staff would be confident enough to turn to the second-year player as the backup. If the Bills were to bring back Barkley, it would likely be only a one-year deal.
