Jamal Agnew

Among all the players on this list, Jamal Agnew is the best option for the Buffalo Bills and frankly a little surprising he is still a free agent, although he did suffer a lower leg fracture at the end of the season that could be limiting interest from teams.

However, when healthy he is one of the best all-around returners in the NFL. After the Jacksonville Jaguars signed Devin Duvernay it seems unlikely he will return to the team he has played the past three seasons for.

Prior to Jacksonville, Agnew played four seasons with the Detroit Lions and in total has 124 punt returns and 122 kickoff returns while being very effective at both roles. As a punt returner, he has a career average of 10.3 yards per return along with four punt returns for touchdowns along with an average of 25.5 yards per kickoff return and two kickoffs returned for touchdowns.

The addition of Agnew to special teams would be an immediate upgrade from what the team has had recently and probably their best returner since Andre Roberts in 2019 and 2020.
