2.) Develop a plan to build the offensive weapons

One pending free agent for the Bills going into free agency is wide receiver Gabe Davis. It is unlikely that Davis is brought back to Buffalo because of inconsistency and even not having the money to bring him back to the team.

He has been the Bills’ number two receiver since his second year with the team and has been a boom-or-bust player throughout his career with the Bills. Wideout Trent Sheffield is also a pending free agent as well, who saw a little bit more action near the end of the regular season.

Outside of maybe Dalton Kincaid and the late emergence of Khalil Shakir, the receiving game in Buffalo was not a threat to opposing defensive units. With Stefon Diggs’ decline in production in the second half of the season, the Bills will need to find a great number two option if Davis is not back with the Bills next season.

Overall, there needs to be a big focus on giving Allen the weapons that he needs to get them over the hump
