While Jeff Heath does have some experience as a starter at safety, he had 59 career starts at safety with 54 of those as a member of the Dallas Cowboys, Heath has made more of an NFL career as a key special teams contributor.

In 2020, he played with the Las Vegas Raiders and was on the field for 68% of their special teams’ snaps. Then this past year he was with the New Orleans Saints and played 72% of their special teams snaps. In total, he has 2,458 special teams snaps.

While Heath does have experience at safety and has 11 career interceptions if the Buffalo Bills signed him it would be a clear indication that Jaquan Johnson or Damar Hamlin is going to be the starter.

It would be unlikely that the Bills would want Heath to be a starter but as a veteran backup that can contribute on special teams, this is a good player for them to consider.
