Last week it was announced that the 4th overall pick in the 2014 NFL draft, Sammy Watkins, had reached an agreement with the Buffalo Bills and signed his contract. It was partially true.
The Bills and Watkins had come to an agreement, but the NFL did not like the wording in the contract and sent it back for revisions.

It seems that the language that the Bills used in the contract was not going to fly with the NFL. It was reworked and resubmitted. Whether we will know what had to be fixed and if the Bills tried to slip something by the NFL office, will probably not happen. There is still a chance it could come back again as it has to be reviewed again by the league office.
With 2 first round picks being given up for Sammy Watkins, the contract to get him on the field better get resolved so he can be on the field. That would be a lot wasted if the contract is the the reason he is held up. There is more than enough time before training camp commences, and I am sure that this will not be the case.
